Consent Registration:

As per TRAI’s recent update, all Principal Entities (PEs) are required to declare and register the consents of their customers on the DLT portal of Telecom Service Providers (TSPs) with whom the PE is registered.

In Post Consent Template registration, the Principal Entities are required to upload the customer consent data on the TSPs’ DLT System.

The need for Consent Registration

This update is important for sending Service Explicit Messages to Customers. In the absence of the customer consent data in the TSPs’ DLT System, the PEs shall not be able to send consent-based Promotional and Service Explicit Messages to their Subscribers/Customers, who have blocked their related preference on DND (Do Not Disturb).

Step 1: Consent Template Registration

As per the recent update of DLT Implementation, you have to initiate the process of Consent Template Registration and ensure that consent templates are registered on your preferred operator DLT Portal as soon as possible.

Here's an Example of How to Register?

  1. Login to your Operator Portal that may be Jio/BSNL/Vodafone-Idea/Airtel etc.
  2. Navigate to the Consent template Registration and Add a new one with the following details:

·       Template Name: Customer Permission

·       Brand Name: Name of the Brand

·     Template Consent: Dear Customer, thanks for visiting {Name of the Brand}. We would like to stay in touch with you about our new launches and promotions. To receive our exciting offers and updates by Call/SMS, please submit your consent.

·         Save, submit and ensure the approval by the operator.

Note:

·         The Template Consent should not contain any variables.

·         Brand/PE/Trade/Legal Name must be captured clearly in the consent template

 Step 2: Consent Data Upload

As per the latest update of TRAI, the uploading of consent that you receive from your clients is now mandatory for sending Promotional and Service Explicit Messages.

Operators like Jio/BSNL/Vodafone-Idea/Airtel etc have opened a gateway for uploading the consent data.

Note: 

·         You have to upload the consent numbers for which you have the active consent within 6 months.

·         Charges for the Bulk Consent Upload:

What will happen when the consent scrubbing goes live?

When the Consent Scrubbing Goes Live, Your Promotional and Service Explicit Messages will deliver only to the customers for whom you have already uploaded the consent and it has been approved by the Operators like Jio/BSNL/Vodafone-Idea/Airtel.

 

For Example, if you are trying to send Promotional or Service Explicit Messages to a Customer’s Mobile Number, who registered on your platform one day before, then you can’t able to send. For this, you have to upload the consent details, get the approval for the consent, which will take around 15 days, and then will be able to send messages to them.

 

Also, you will not be able to send messages to customers whose consent is recorded on your systems but not uploaded on the DLT portals.

 

What changes can I expect from the new consent scrubbing?

The new consent scrubbing is going live from 1st September 2021, the only difference is that if a mobile number is registered as DND and you have not uploaded the consent for that number, then the messages will not be delivered to that number.

These messages will fail with the error “PRFT-NT-MTCH”.

Jio DLT Content Template Registration Process

You must have to register your business first with Jio DLT to register your SMS content templates.

First Sign in to Jio DLT Portal here https://trueconnect.jio.com/#/ as Enterprise.

Then click on Template >> Content Template Registration option from drop down.

Then you will get add new content template screen.

 ·    Choose Template Category and Template type first Promotional / Transactional / Service. Choose Service category for OTP and service SMS after registration.

 ·         Then select already approved header from which this SMS will be sent.

 ·         Then type Template name for your reference.

 ·     Then add SMS content in template message box. In message where SMS data gets changed every time for every user there add insert variable from above.

 

Example: Dear {#var#}, Your OTP is {#var#}, Team {#var#}.

 

Then click on Submit Button.

 

There are 4 types of Routes in Bulk SMS Service for DLT

 

1) Transactional SMS– It is a type of message in which an OTP is sent to the Registered Customers to complete any Banking Transactions will be considered as Transactional Bulk SMS.

Example: – Dear Customer, {#var#} is the OTP for the Transaction of INR {#var#}.

 

2) Service Implicit SMS – Any message that is arising out of the customer’s actions or existing relationships with the enterprise that is not promotional will be considered as a Service implicit message.

 Example: – Dear {#var#}, your order with order id {#var#} has been {#var#}. Regards XYZ.

 

3) Service Explicit SMS – This is the type of message, which requires explicit consent from customers that have been verified directly by recipients in a robust and verifiable manner and recovered by the consent registrar.

Example: – Your Rs. {#var#} Exclusive Voucher is not used till yet!! Redeem it on purchase of Rs. {#var#} at AJIO using Coupon Code {#var#} Valid till {#var#}! T&C.

 

4) Promotional SMS – It is a type of message with an intention to promote or sell a product, goods, or service of any Business. Service content mixed with promotional content is also treated as Promotional Bulk SMS.

Example: – Dear User, Get up to {#var#} off on shopping of Rs. 1500/- and above. Hurry up! Offer valid for a limited time.

 

Note:

You can create any number of templates as per your need.

If you try to send an SMS which is not matching to template approved on the DLT portal so the operator will reject it and you will not get any refund for it.

This template system will be live from 8th March 2021. After that only approved templates will go through the DLT system. Jio/smart ping/Vodafone/Airtel DLT Template approval time is around 48 hours (Working Day Mon - Fri 9.30 AM - 6.30 PM). But due to the huge load, it may delay approval.
